It's just that everything in that tier is so high and hard to rank (and it was kind of painful not putting Age of Mythology on top like it has historically been, but based on my actual feelings about Third Age, I felt it had to be done). It's also weird because aside from MAYBE the combined times for Third Age and Medieval II base and other mods, and I can't tell because I have it for retail and not Steam), Europa Universalis is my most played game of all time by far with over 1800 hours and still going strong, so I strongly considered it being #1, but having played it so much I naturally have come across many things I would change about it and find imperfect, which is why it's at 9.5 despite being over a lot of perfect 10s. ;)
