That the stipulation behind the comic was that Naoko released a chapter a month without any buffer because it ran concurrent. That she had to hit so many plot points and elements because the anime was releasing 4 episode a month.

    This isn’t like when anime is created and developed after a comic has proved popular. What is unique about Sailor Moon is that the comic and anime ran concurrent with each other, reveals and introductions occurred at or nearly the same time. Their downfalls in concern to pacing is directly related to the creative relationship TOEI put in place between the two versions.
