You elect representatives to sit in the parliament just like any other government; it's just one level higher than state or county representatives. You do get a say because you get to elect who joins that body. You can argue that they're all different countries with different backgrounds, but it's not like that isn't true in the U.S. or the UK where different constituencies all have different priorities and interests. You still get a sizeable amount of clout while being part of a system that works to convenience you and those around you. Ultimately pooling your resources will allow you to accomplish more than you all can alone because you'll have a common thing to work for.
