They often offer the same level of lawlessness and resource management that Westerns provide. Small scattered settlements, lack of advamced technology, that sort of thing. And post apocalyptic allows for monsters and zombies, thereby bypassing all the moralistic "videogames let you kill people" bullshit that hampers developers.
