I'm probably rating this a little higher than I would have just because of the section with Enishi, which we don't get to see captured in the anime series. I like how this portion was done--it was heart-wrenching. The rest is appallingly bland, and I seriously think the only reason this OVA was made was to pander to Kenshin/Kaoru shippers. Almost the entire thing was fluff ("awww look, they got married! Awww look, they had a baby!") and Kenshin and Kaoru both seemed extremely out of character. Kaoru in particular is painfully pathetic and doesn't value herself at all. Voice acting was clearly a cut corner, as all the characters sound awkward and stilted in their deliveries. Watch Trust and Betrayal, skip this.
