Tropico 4 is not exactly true to history, taking place in a fictional country in a world of caricatures, but that ends up working in its favor. It manages to capture the challenges and opportunities of a small-time dictator in a "Banana Republic" during the Cold War. It also manages to be a better Sim City game than any recent attempts by Maxis. The game does have some failings here and there, but still manages to be one of the better depictions of this side of the Cold War I've seen in any media as well as a solid city and/or country building sim.
