I fucking loathe Steam so much. Yesterday I met with somebody from ebaykleinanzeigen.de in order to sell them a used copy of Cities Syklines for €28. Turns out she can't play the game at all, bc steam is a consumer rights violating shithole that doesn't allow reselling any games that got activated on their DRM riddled piece of shit 'service'. But of course in order to even be able to use said game you bought brand new in a store, you HAVE to activate it on Steam. Fuck 'em, I say. Fucking cunts.

Editing … but isn't this the publisher's fault? If it's a retail copy of the game, it's 100% on the publisher whether or not they're really selling a retail game, or a digital game with a box.

Editing … The DVD and game case are trash because the publisher sold you a digital game with a disc and case, not because of Valve. Valve isn't responsible for anyone else's boxed releases. Generally people who go with digital games are taking the trade-off to not be able to resell or gift the game, in exchange for lower pricing and a guarantee that there won't be any scratched discs. You weren't allowed the choice between which compromises you wanted, but that's got nothing to do with Valve.

Editing … Except Paradox could have chosen to not make it a Steam exclusive. There are plenty of games that have Steam versions but aren't Steam exclusives, but Paradox has it as policy that all of their recent games are only for Steam. It's one of my few problems with them (even if I do prefer Steam personally I think they should be willing to offer more options).

Editing … Steam is a form of DRM. The publishers are electing to use it in exchange for the large platform and the tools it comes with, but they're also willingly making the game locked to Steam. It's on the publishers to choose what they think is best.

Editing … reselling digital games is silly. If you think about it used games were always a glitch (someone else buying the game and none of it goes to the creator) so there was never a reason it should be replicated.
