Like, the way that we, uh, pause when we speak. Words like "um," "like," "uh," or even less common ones such as "well," "now," "see." See, I, well, have a tendency to over-abuse my vocal filler. I feel like I, well, you could say, strategically use it to make myself more appealing. It can be, like, intimidating to speak to someone who fetishizes elongated vocabulary and speaks with the character of sheer confidence. Sometimes I even fear coming off as arrogant.
I wonder if that's why Obama speaks the way that he does, with the constant pauses. It could be him composing his thoughts, keeping his cool, but I've heard many others theorize that it's a method of appearing more, say, "human." It's easier to identify with someone with discernible flaws.
Obviously I, uh, exploited the vocal filler more than usual there, but you, um, get the point ;)
