I don't think this is a bad film like some people, but I can understand the bit of the frustration, because, kinda like Iron Man 1, it starts off really strong but then seems to taper off into unfocused narratives, except, instead of waiting until like the final fight to do that, it just does it halfway through the film and it's a bit off-putting (and with even MORE uninteresting of a lead villain and bumping Mickey Rourke out of the movie too early...really?). Also Don Cheadle replacing Terrence Howard can feel off-putting and I didn't feel connected to Don Cheadle yet in this role until the next film. HOWEVER, 2 things prevent me from disrecommending the film, 1. The character building scenes are still very good and Tony Stark, regardless of if he's wasting time in an unlikable way, is still charming and engaging. It also still tackles what life is like when people know who you are as a superhero, which honestly, even for this time period, was interesting, because nothing aside from like X-Men was doing it and even then, it was doing it in the "you're a freak" way that has been done too many times to death (this is what keeps me engaged in even the flawed iron-man films, the unpredictable nature is interesting) 2. The franchise building of the MCU is prevalent throughout this film, which helps the film age better and better as time goes on. 3. The amount of big STARS in one film, was actually amazing to see at the time, this is the strongest a non-avengers film got in a cast for so early in the franchise. This is an example of what happens when your lead actor is just that charismatic to hold up a flawed film and the franchise building adds more to the film.

To me, Iron Man 2 is one of the weakest films in the MCU. It has a good set-up, some good action, and is still able to at least be fun, but is dragged down by it being overstuffed and having another weak third act. With a lot going on, things seem rushed to get to the conclusion. As before, Robert Downey, Jr. does a good job. Sam Rockwell has fun and Mickey Rourke does a fine job. Everyone else is good too. The film is alright to watch and can be fun and interesting, but can feel like a mess.
