Seven years later it is still one of the worst PC ports that modern rigs have trouble running without significant tweakage. And that's IF you can tolerate the core gameplay with cars that handle like all the streets are iced over and awkward cover shooter controls that were dated about five minutes after GTAIV's launch. I haven't played V yet, but Red Dead Redemption is probably the best "GTA" game Rockstar has ever made.
