Political history is full of unexpected comebacks (Nixon's career was declared finished after his failed run for Gov in 62, and I think not many expected Reagan to try again after 76). If Rubio re-establishes himself, perhaps as majority leader (or minority leader, either way) at some point, I see no reason for him not to try again. Not that I'm a fan of his or anything, but the way he was basically destroyed by Trump has been bitter to watch.
